I have Vista and trying to load backspin billiards and I keep getting error messages, already returned first?

Everytime I try to load the game I get a ‘HCPS loader has stopped working’. I also followed the instructions on the game to find the default.hta file, double click and the installation will install, however when I double click on it a notepad version of code shows up?? Is this game compatible with Vista?

      The game manufacturers website and find patch.
